  1. I currently have the Geforece 2 with S-VIdeo out. I have it hooked up and the picture works fine. But i am forced to use the sound from my PC. IS there anyway to connect the sound to make it play on my TV? Also how do I get the best quality out of the S-Video playing?

  2. S-Video cable have 4 conductors (as you noticed), but none of them carry audio:

1 - Luma signal (the black and white part)
    2 - Luma ground
3 - Chroma singal (the color part)
    4 - Chroma ground

You knew this already (that was for other people's benefit). If you want audio, you'll have to use separate cables for it. Usually, you run a cable from your sound card's line-out to the RCA audio inputs on your TV or preamp/receiver, and you might need a Y-cable to go from 1/8" stereo mini-plug to RCA cables.
As Churchill famously predicted when Chamberlain returned from Munich proclaiming peace in his time: "You were given the choice between war and dishonor. You chose dishonor, and you will have war."
