Filters? What are they and how can i use them?

I read alot about filters. I understand that they improve video, but i need a beginners guide. What is noise reduction, interlace, and others? I only have a P3 750Mgz, so i don't want to spend 200 hours encoding and not see a big difference. Would it help in converting downloaded movies, or are they the best they are going to get? When do you use them?
