I am trying to capture from a tv card (picvideo) and convert it to a compliant svcd with tmpgenc. Is there any quality difference in the resulting svcd if I capture with a resolution of 320x240 instead of 640x480?

As your final product is standard compliant SVCD, I suggest you capture at 480 x 480. With PICVideo you may be able to move the quality setting up a notch than if you were capturing at 640 x 480 and you certainly won't have to resize when encoding.
