Background
I downloaded a PAL formatted mpeg2 file and uploaded it to my TiVo which requires DVD formatted Mpeg2 files.

Issue
I get a green bar of trash across the lower quarter of the screen.

Troubleshooting
I've checked the video and it plays fine on the PC. I also ran the video through tmpgenc DVD software to convert it to DVD, renamed the vob file and uploaded it with no change. Any idea what could be causing it? I also tried WinAVI to convert the file to mpeg2 NTSC but I get an error and the conversion stops.

PAL? You do know that you are in NTSC land, don't you? I'll lay odds that your TV cannot play PAL videos. Maybe your TIVO player is attempting to convert to NTSC, but not having much luck.

TiVo has a function called GoBack that allows you to upload DVD compliant mpeg2 files so that you can watch them through it's interface.

The bottom quarter of the screen has a solid bar of green with green artifacts along it's top edge. It's likely there because the file is in the wrong format.

Depends on the PAL video. If it is FILM based (original 24fps), then re-encode to 720x480 at 24fps, then apply a 2:3 pulldown. Then slow the audio down to 96% of the original.

Other PAL configurations require other methods. Tell us what your PAL is.

It's a pal tv show in widescreen, but whether it has black bands at the top and bottom or it's true 16:9 I don't recall.

The dgpulldown solution on the site didn't work. The process wouldn't start, it errored out. At any rate I used Nerovision to create a DVD image then I took the resulting VOB files and renamed them *.mpg and used a binary copy to join them together. Once that was done the video played fine on the TiVo. The only issue I continued to have was that after the join point of the two files the audio was slightly out of sync, but it was so subtle you'd miss it if you weren't looking closely.
