Add all in ConvertXtoDVD and convert.
Or convert each using a standalone mpeg dvd encoders where you can set the output size like tmpgenc xpress or calculate the average bitrate manually, https://forum.videohelp.com/viewtopic.php?t=263373&highlight=
and this is not any dvd to dvd backuping. moving you. -
What you can fit on a single disc comes down to running time and bitrate. 2 hours gives you reasonable quality. You will not fit 20 of this on a DVD without going to VCD quality, which I would not consider to be 'great'.
You could have 20 of these if you had a Divx certified player and burned them as data.Read my blog here.

i have a dvd of anime right now that has 20 episodes on it @ 23 min a peice with interactive menus if it is vcd quality its fine for me i cant tell he difference and some one please define bitrate for me and how it effects the size of the .avi

Bitrate Calculators in the tools menu to your left. Basically, bitrate x runtime = space. Space is finite (e.g. 4.38GB for a single layer disc). So running time and bitrate are your variables.
You should also read What is DVD (top left corner) to see restictions and compliance for VCD resolution on DVDs.Read my blog here.

thanks for everyones help i ran the .avi into tmpgenc xpress and i got the the size output i wanted but at the same time the video was choppy and when i ran it in WMP it only played the first 30 seconds then i only heard the audio portion. so i guess i have to mess with the output size.
