  1. I'm trying to install this program which needed me to install MS netframe 1.1 and the 1.1 update first so I did that, when I try to install my program again I Get a MS SQL Server Desktop Engine error saying that its unable to determine the system's default collation. I've restarted since I installed the updates, any ideas why ?

I've had many a fun time with installing MSDE over the years. However, I found most solutions by googling the exact error message(s) I received. Chances are, you're not the only person in the world who has ever received that error
    If in doubt, Google it.

just fyi... my Trend IS frequently claims I've been attacked by a MS SQL network virus. It says I should lock the connection and do a full scan- so far found nothing but wasted plenty of time. Funny thing is I just have the net framework stored on the computer- it isn't installed!
