The fact that you cannot copy a known good DVD, and your projects work fine when burnt elsewhere, isolates the issue to Drive and Media. Assuming you have tried one or two burning softwares other than your normal one.
The moving glitches are indeed unusual, you either have some really freaky media or a failing drive, test the disks in another PC as suggested. Also as I suggested earlier, take one of your disks, burnt with your drive, and copy THAT with another DVD burner.
I do not see playback tested on a PC other than your own?
