if i download a movie using vod (video on demand ) and i want to burn that movie on a dvd is there anyway to do so, maybe using tmpegnc or anything else. any help would be great......

Unfortunately, (I can't believe I'm saying this) this type of activity is quite illegal. You cannot legally order a video on demand and copy it to DVD for later, unlimited viewing. I imagine the licensing of the VOD service allows for one viewing.
Let me just say this, what you want is not impossible, and is not at all hard. With a little searching you can get what you need.
