I have a 3 hour long TV show I captured to VHS and then I used my MiniDV camcorder to capture. I edited all of the commercials out of the it and want to export it now, but when a 3 hour long video is 36 gigs and you only have 16 free it kinda poses a problem... so is there any way to get Premiere to export to DIVX?

Yes, it is possible.
File->Export Timeline->Movie->Select Microsoft AVI in File Type List->In the Listbox on top of that ("General" is selected by default) select:
1.Video -> choose compressor from the list, click on settings if needed
2.Audio -> choose rate, format, compressor and other options as needed
click OK.
That's all.
