I Have a small Toshiba libretto mini laptop with a 7 inch screen
The processor is a Pentium I 166 mhz, with 32mb of Ram running Win98SE.
I want to convert DVD`s & Movie files & be able to play them on my Libretto, is there any Video Format i can convert to and play that i can use on such a low spec machine ?

No

edit: Oh, all right! You can probably use it to play MPG1 and or Cinepak/Indeo (QT or AVI). All at 320x240 max, 10-15fps (24/25/30 is gonna be too much).
DO NOT USE THIS MACHINE TO ENCODE. Way too slow and will probably crash.
