Need menuing advice

I just taped this dance recital of about 30-some numbers and I've also got video commentary for each dance that I want to have the option of playing before each dance. Is this possible to do? What software would be able to do this?

Here is what I envision:
Main Menu
-have links to sub menus and 'play all' for whole disc (with and without commentary)
---Act 1 Sub-Menu
------Dance 1
------Dance 2
------Dance 3 ... etc
------Play All
------Play All w/ commentary
---Act 2 Sub-Menu
------Dance 15
------Dance 16
------Dance 17 ... etc
------Play All
------Play All w/ commentary

I'm guessing that Act 1 & 2 would each be a VTS with chapter marks at the beginning of each dance and the the commentary would be a third VTS.

Ulead DVDWS2 can do multiple tracks, as well as multiple menus, and multi audio channels.

Does DVDWS2 have the ability to play chapters from different VTS? To do the "Play all w/ commentary" I'll have to do something like:
T3Ch1 -> T1Ch1 -> T3Ch2 -> T1Ch2 and so on so that the video shot for the commentary will play before the dance it describes. Thanks for your help.
