Is there a detailed list of features between the different DVD creation software anyplace?

I'm looking for DV capture software with mpeg compression where I can specify 352x480 or 720x480 and the bit rate. Most of the softwares I have seen have the options VCD, SVCD and DVD and it looks like I cannot specify what those templates actually are. I need the option of 352x480 at 2.5Mb/sec video encoding. Also, it should be able to convert and burn mpeg-1 layer 2 audio and not just PCM audio.
