How much hard drive space will a capture of a college football game (3 1/2 hours?) take up from VHS if I want it in VHS quality and to put it on DVD?

Only guessing here, but 3.5 hours of football would probably take about 70-75% of your available hard disk space.

What codec are you using? What resolution?
I use the Pegasus MJPEG at the highest setting and it takes
about 30gb for a 3 hour game. -
I don't, and that is the point. As gm3dalee asked, what are you using? I could say that if you are using a DVCII (hardware MPEG1/2 encoder) and you have it set to VCD standards, it would be 10M/min or about 2.1G total. Or, I could assume you are using the DV Bridge (hardware DV encoder) and it would be about 200M/min or about 42G total. You may have neither of these. I just don't know.
