Does Adobe Premiere Elements have the conversion of MOV to MPEG? Does it have many conversions between files, so that I won't need all those other little programs?

Does Adobe Premiere Elements able to burn directly to CD/DVD burner (without needing of Nero)? I just got NEC 3520A.
