I just wanted to know if a VCD has a maximum of 74/80min and 650/700mb....does it have to be both or just one of them?

For standard white book VCDs:
74min/650MB CDs: 74min worth of video or about 740MB
80min/700MB CDs: 80min worth of video or about 800MB
If you are making XVCDs or SVCDs, you can only go by the size of the video (i.e., 740MB/800MB limits apply).
