I know. I know. I supposed to search this whole site before asking a question like this and I've tried, but it still doesn't make sense.
I have VHS tapes I want to capture into my PC and edit with Adobe Premiere and then export back to VHS. I have a Hauppage Win TV GO capture card and I think I might be able to capture with this card, but wjat I'm confused about is all the encoding, compressing. mpeg2, divx stuff. Can anybody list a step 1-6,7,8... process of how to do this?

I had a WinTV Go (had it for about thirty-eight seconds if I remember correctly).
I didn't realise these cards had 'tv out', I thought they were simply 'tv in'.
You have a tv out card, right?
BTW, the guides are pretty simple if you try hard enough, you're not going to get someone writing you another guide, you'll only generally get assistance with specific questions
The Win TV card was horrendous for me, the worst captures ever.
I spent £30 on abrand new ATI Radeon 64mb DDR VoVi and it's virtually the best peice of hardware I ever bought.
In simple terms:
You first need to capture the video, you'll do this with free programs like Virtualdub, FreeVCR or even the software that came with your capture card.
As you'll capture it you'll probably need to compress it, using a "codec".
I use a PicVideo MJPEG codec which is free for a limited time I think.
This process will give you an ".avi" file
Yo then need to convert the file you've captured to a format your dvd player will understand, ie mpeg1 (vcd) or mpeg2 (svcd or dvd).
You'll do this with an "encoding" program, such as the excellent TMPGEnc www.tmpgenc.net
It's free, unlimited for mpeg1 support and 30 trial for mpeg2.
After this encoding is finished you'll need a program such as "Nero" to burn to either cdr or dvd-r.
That's the basics, now go do your homework, search the "keywords" and read the guides.

Actually if you are just going Tape to PC to Tape you can forget about most of the issues.
Using Premier you should just need to capture the video (and yes you will need to select a compression codec as Silky31 mentions), edit it and push it directly back out to tape, all internal to Premier.
However, also as Silky suggests, I don't believe that your card has the capability to write back to tape (ie VCR). -
Checkout the canopus ADVC-100 it will capture from the vcr/vhs and will allow to retransfer back to your vcr onto vhs. The quality is great read the reviews here in the capture card section. The price is around 275.00 but well worth it go to canopus web site for more info. This is by far the best device on the market for home use. I have been using mine for over 18 months and have had no problems at all.

I've just bought the ADVC100 but although it does export back out to your VCR it doesn't do this with MPEG files. Only digital AVI Etc.

I don't think any device will import back to vhs in a mpeg format it has to be AVI VHS is not ment for digital

the ADVC-100 is great if you are just wanting to edit and then resend to VHS, because you will not need to encode to MPEG. just send the DV AVI straight back out after editing.
Laserdiscs are cool, but laserdiscs on DVD-Rs are cooler.
