I encode DV materijal into MPEG-2 (DVD) with CCE, version 2.66.04. If I encode audio with 48000 Hz and 384 kbit/s, Ulead DVD Workshop 1.3 reencodes the audio in proccess of authoring.
If I encode audio with 48000 Hz and 256 kbit/s, DVD Workshop works fine without reencoding the audio.
Where is the problem? I think that 256 kbit/s is too low.

In the final stage when you select the template to use to make the DVD, choose 'custom' and make sure all the settings match your mpeg file including setting the audio to 384.
Providing you have "don't encode" ticked, DVD Workshop should leave it alone. -
All these options are set according to my encoded MPEG-2 material (and audio, also). I've checked them few times but it doesn't help. DVD Workshop still reencodes the audio.
