What is the best capture card from US$1,000 and US$1600
I would like to capture directly from VHS HI8 to Mpeg2 dvd compliant.
I also have some SVCD that would like to reencode do DVD and want to do them fast.

With $1600 you can build multiple (5-6) computer systems and link them up to a KVM switch and have them capture and process your Hi8 tapes.
Some $50 TV tuner cards (Winfast TV2000XP) can capture realtime MPEG2 dvd format (and even deinterlace during the capturing process) with good quality if you have a clean source.
For best quality, you should capture in AVI, apply (deinterlace, noise reduction, color correction) filters, and then encode with a high quality software MPEG2 encoder (Tmpgenc, CCE). -
Try going to Canopus @ www.canopus.com and look at some of their hardware. They have many solutions at or below your price point.

Will I be able to reencode 1 hour SVCD to DVD much faster that doing a 4 pass CCE ? -
dvstorm2 is a good card - but the software isnt .. its also a NLE w/ encoding NOT real time encoding as you capture (not to mpeg anyway afaik).
update -- i see this new one does have real time capture to mpeg2 , other models didnt .. -
as for speed - its real time .. as in 1 hour capture = 1 hour encoding ..
i get real time and faster with both main concept and CCE given the same settings .. though takes time of course for capture . -
I agree with BJ_M, Canopus MVR-1000 or if you want to editing also, then DVStorm2.

thats a total of 1524 and is under US$1600
Would this be the perfect combination?
Remember I am would like to use it not only from VHS to DVD but to convert olds SVCD to DVD NTSC as well as DVD PAL to DVD NTSC

You don't have to buy both cards, The MVR-1000 & DVStorm2 both capture, the Storm does special effects in hardware or software. If your NOT going to special effects, I would stay with MVR-1000. Check out Canopus's website at

You can use either the MVR-1000 or the DVStorm2 to do realtime analog to MPEG-1/2 conversion. With the DVStorm2 however, you do have the option to capture .avi files as well as do straight MPEG conversion. With the MVR-1000, all it will allow you to do will be straight analog to MPEG conversion; if for any reason you would like to edit the video you are bringing into your computer, you would not be able to do it without purchasing another solution. well first you must realize that one of your requests (re-encode to dvd from svcd) doesnt lend itself to a capture card which requires external input and doesnt work on files stored locally (ussually) ..
since the above can be done in software faster or as fast as with a hardware encoder -- its more your call and based on the speed of your machine . -
Yes, you are right about the SVCD to DVD part and commented on that been as an added extra. The main reason is to take old VHS and 8MM to DVD but if the DVD I make is on NTSC and later on someone from europe ask me of a copy on pal I would like to do it as fast as possible.
I do have some SVCD that arent on DVD and instead of having 6 CD I would preffer to have them on DVD and If I do a 4 Pass it takes me about 8 to 10 hour to do it on my P4 1.8 GHz 512 DDRam I am planning to pump it up changing it to 2.4 GHZ
