Another newbie question.
If I burn a vcd at 2x or 4x or 8x will the vcd be better quality at a lower write speed?

I was also wondering if the burn speed had any affect on the quality of the recording. I burn at 40x and I would be willing to wait a little longer if it means better quality.

It shouldn't affect the video "quality" as such, it is digital after all. Lowering the speed will give a "better burn" but it won't normally affect what you see on the screen. What some people have found is that depending on their burner, media and set top player that they need to burn at low speeds (2-4x) to avoid glitches or playback problems. This can be jerkiness, green spots or loss of sync. Others have no problem at all burning at the highest speeds possible, up to 40x. I use no-name cd-r's and get good burns at 8X with my equipment, I don't like going any higher.
