Joining VCD mpeg-1 with mP2

Converting NTSC to PAL. Last thing for me to do is join the VCD mpeg-1 with the mP2.
Source file was AVI 23fps 480 x 320, 48000hz. Here is what I did encase someone sees something I have done wrong.
A extracted audio to a wav file, directstream copy, using VirtualDub. Used Audio Conversion in VirtualDub to change form 48000 to 41000Hz.
B converted AVI to MPEG-1 ( VCD )
1 VirtualDub,direct stream copy, to add a filter resizing to 480 X 576 and to change framerate to 25fps.
2 then via virtualDubs frameserver used TMPGenc to convert to MPEG-1 VCD.
C Converted wav to mP2 using Toolme in BeSweet.
D So now I have a 480 X576 25 fps MPEG-1 VCD video only and a 25fps 41000Hz audio mP2.
How do I join them?

Multiplex them using Tmpgenc mpeg tools simple multiplex option.
