I have this SVCD movie which I am putting to DVD. I want remove the black bars and encode as 16:9 with CCE. So what is the best way around?

You can use VirtualDub to crop.
You will need the VirtualDub-MPEG2 mod so that you can open the SVCD file (see the tools section on the left)
In the video filters option - load the 'Null' filter and then click on the 'Cropping' button - set the Y1 and Y2 values to crop the black borders (make sure the values are even numbers).
..then frameserve this to CCE.
