  1. how can i put 2 subtitles on a DVD movie?
    another question is:
    how can i convert ssa to sup so i can put in IFOedit or Maestro?

    In theory, you can do it with IFOEdit. I have failed (but must confess I have not tried hard

    You can rip the subtitles with subrip. It can export them in various formats. You can find a nice conversion program in doom9.org that can create your IFOEdit sup file (called sub2sup, if I remember correctly).

    Additionally, you can find there also a program that can take .ssa files (ASCII) and render the bitmaps from it.

    Another option to create DVDs with selectable subtitles is to use a program like scenarist (very expensive and very user-hostile) that once you learn how to use makes this task as snap. Scanerist allows you to create a DVD as complex as the studio productions. (Most of the studios use Scenarist to author DVDs).
    The more I learn, the more I come to realize how little it is I know.
