  1. I have an svcd on an 80 minute cdr. However my standalone dvd player has problems with 80 minute cds so I would like to convert to a 74 minute cd.

I just extracted the mpeg2 file using isobuster bud neither virtualdub or tmpgenc plus will load it. Windvd plays it fine but it seems vdub and TMPGenc dont load mpeg2 files.

How can I convert to a smaller file to fit a 74min cdr?

If you do not have Virtual Dub MPEG-2 mod or TMPGEnc that is unexpried or has an MPEG 2 plug in (see Tolls), or a registered TMPGEnc Plus, you cannot load MPEG-2. So you have two ways to load your MPEG-2 video for free, or three if you wish to register TMPGEnc Plus.
