I have been trying for quite some time (off and on for the last few weeks) to try and burn a VCD or SVCD that would play on my DVD player. I was following Sefy's excellent guide but had no success. I knew the mpeg file was fine because windows would play it back, so clearly it was a disc format/directory/file issue.
I did 2 things and got it so that I burned an SVCD that plays back on my Samsung 709 DVD player. I stopped putting the scandata.dat file. I suspect it was causing my SVCDs to be unreadable. The fast forward button works fine on my DVD player with my SVCD. I also started burning the file as an MPEGAV rather than MPEG2. I've managed to burn with a menu and it works like a charm now.
While your mileage may vary, you might try leaving out the scandata.dat file. It worked for me.
