when I am authoring my video to dvd, the software gives me an option to change the video bitrate, I know that means the file becomes bigger or smaller, but my question is if I have two mpeg2 files and I burn one to dvd at 4mb/per/sec., and then I burn the other at 7mb/per/sec., what will be the difference in the two dvd's.

I would say the difference between the 2 would be the quality. 4mb/s would be great, 7mb/s would be better if that is possible, but would take up much more space on your dvd-r

The bitrate options in the authoring software are for if you want to reencode the video. But if it is mpeg2 already (assuming it is DVD compliant mpeg2) why would you want to reencode. You will just end up loosing quality by reencoding.
