I have a question about encodeing to progressive scan with TMPGEnc. When I encode a DVD from an AVI and set or leave the settings for progressive output then play the DVD on my Malata standalone the dvd doesn't fit the screen like progressive DVDs do. I have to X:Y it to get it to fit, like I do when a DVD isn't progressive. When I am ripping a DVD that is progressive the resulting copy retains its progressive properties but why doesn't encoded avi act like a progressive movie even though I have encoded it that way?

??? I think you have a are confused about what 'progressive' means, prehaps confusing progressive with DAR (display aspect ratio) of 4:3 vs. 16:9 (standard TV vs. widescreen/letterbox).
Progressive means non-interlaced, that is each frame contains a complete picture, vs. interlaced where each frame is composed of two fields (each field having 1/2 the lines of the frame. One field has all the even lines and the other field has all the odd lines).
So it's progressive vs. interlaced. I'm not 100% sure what your problem is or what you are asking (X:Y to get it to fit?). What exactly does it look like and what exactly do you do. -
I guess my post wasn't very clear. When you have a high definition TV and progressive scan DVD player, progressive scan(anamorphic, 480p) DVDs fit the HD 16x9 tv without having to stretch or zoom. When you have a interlaced (480i) DVD they have to be stretched to fit(some DVD players have the ability to stretch on the X and Y axis that is what I meant by X:Y). In the past this is how I have been able to see if a DVD is progressive or not.
When I burn a DVD it retains the progressive properties that the original DVD had i.e. no stretching needed, but when I encode an AVI to DVD the resulting DVD needs to be stretched. I realize that the video might still be progressive but why doesn't it behave like other progressive DVDs?
