    alright, I am trying to convert an AVI file so I can burn it to a dvd

    first I made it MPEG2 using TMPGEnc

    now how do I get that to be the compatible .BUP, .IFO, and .VOB files to burn to a dvd?

    Have you ever heard of the term "DVD Authoring"?.This will in fact do the job.Look to the left under HOW TO:AUTHOR.
