    Can anyone recommend a software for my project:

    I would like a window - "video" showing in a small corner of the screen, and powerpoint slides of the rest of the screen.

    The small window will have a speaker talking and the powerpoint slides changes to reflect on the speaker's points.

    Thanks in advance (I think Priemier has this editing function-but its too expensive for me)

    A bit off the VCD idea, but Macromedia Flash MX should be able to it for you. (to give you an idea: www.mvmax.com 'play movie' link).
    You could then use SWF2Video to convert Flash to Video.

    Just an idea. Good luck.

    BTW, I'm no Flash expert.
