How do I create and host an FTP on my computer? Do I need to pay anything, do I need permission from my internet provider, etc? Any information is appreciated. Please be as complete as possible. Thank you for your time.

More information is needed. Like your computer profile...which you can put in under your profile.
If you are on a Mac you can simply click one button to activate ftp sharing. If you are on Windows then you'll have to find a ftp server program. -
Sorry about that. I am on a PC, running Windows XP Home. Pentium 4, 256 RAM, 60 GB hard drive... not sure if you need all of that. So, hope that helps.

also most isp 's dont allow servers (some do though) - that means on cable or dsl
doesnt home only allow 10 connections or something ? maybe i am thinking only of IIS
