    what is TMPGenc and do i need it to burn an avi file to VCD?
    what is it used for?

    I suggest you read some of the newbie tutorials first!!!!
    TMPEnc can be used to convert avi to vcd/svcd among other things.

    it uses avis (and other formats) as input and outputs compliant (or non-compliant, if you choose) files for VCD/DVD authoring.
