My region 1 dvd won't play my all zone disc, WHY?

Hi, my pioneer dv 250, which isregion 1 won't let me play my all zone disc, that i bought in France (about Zinedine Zidane).
Has anyody any ideas why?
Please help, i bought the dvd only to play this disc which is my favorite, and it is so frustrating.

France uses PAL. North America is NTSC. If you live in North America, you cannot watch this DVD unless your DVD player has a PAL to NTSC converter.

Assuming that it does (and I think that it does) have a PAL to NTSC converter, you must choose NTSC (not multi and not automatic) as the TV type in the setup of your DVD player.

It seems that it does play PAL SVCDs which suggests that it likely has a PAL to NTSC converter. If this is the case, you only to choose NTSC as TV type for the conversion from PAL to NTSC to be made.
