I get this error when attempting to edit any MPEG in the Merge/Cut dialog of TMPGEnc's MPEG Tools section:
After using this part of TMPGEnc countless times (including the current version of the software, 2.59), this is the first time I've gotten this error.
Any ideas, out there? I recently installed a bunch of codecs, I suspect that the problem lies therein.

Lots and lots of problems converting from (usuall crappy downloaded) divx ends up being caused by mmswitch.ax (morgan stream switcher). Try to unregister it and see if it works fine
locate it and do "regsvr32 /u mmswitch.ax" in it's location, w/o the quotes
hopefully that'll work
cheers -
