    whenever i convert asf files to avi using asftools the frame rate is 14 fps. of course when converting to mpeg so i can make a vcd sound and video are no where close. i've tried reencoding the asf but doesn't help.. same 14 fps after it's an avi.

    what do i do?

    Check the fps of of the asf first. Play it in media player, let it run a while, then right click and select statistics. If its ~24 or higher than asftools is the problem, and sorry I can't help there.

    The fact is though that alot of asf's are just encoded at ~14fps and are not suitable sources for VCDs. If yours are like this there really isn't much that you can do. These are intended to be played on a pc where regional formats don't apply.

    TMPGenc has a 14.985 (internal 29.97fps) framerate option. Essentially this keeps the original framerate of ~15fps and instructs the dvd player to play it at the ntsc required 29.97fps. I assume the dvd player just plays every frame twice, but I really don't know. This won't comply with the VCD standard but there is good chance that your dvd player will still play it. With such a low fps this is probably the best option, but don't expect too much. Parden the euphrmism but you can't polish a turd. Doubling the fps is never going to look good.
