Use TMPGenc to encode the avi to mpeg1 or 2 format. Then use nero to burn. Personally I use VCDeasy as the burning program. With this there is an extra step because you need to burn as a bin and cue file first but this doesn't take to long.
It also allows you to put chapters in so that when you fast forward you can go to a specific point in the film, or near to it. It will also allow you to put change cd pictures in if its a 2 cd VCD/SVCD.
I have a 1200 athlon and this takes about 3 hrs depending on what settings I want, personally I always try to use the highest quality settings in TMPGenc on the motion precision search but when its an XVID file you can get away with a lower one due to its high quality source!
If you want any more info there are lots of posts on this subject, hope this has been of help.
