    I have an SVCD that is at constant quality but it goes up to 2500 b/s...I need to convert the mpg file so that it is constant quality but maximum bitrate of 1850...what program can i use to convert...i have tmpgEnc but can use something else if required.

    Just do simple multiplex? after setting up the correct bitrates? or another type of multiplex?

    you can't tell it what bitrate you want in simple multiplex. you got to convert the whole file over again. use this: http://www.vcdhelp.com/calc.htm
