    Here's how I understand it, and my experiences:

    CCE:

    Pro: Superb, accurate VBR encoding, more than 2 passes are allowed, superior MPEG-2, FAST FAST FAST FAST FAST

    Con: Does not do consistent MPEG-1 for me. Few options. Have to "trick" certain input formats to work using AVISynth files and editing CCE's .ecl document, as CCE will only accept basic formats (like AVI). Also does not do audio well at all. Also costs money.

    Major Defects: "Mostquitoes". If bitrate is too low, you might see dancing pixels around the edges of things, but few blocks generally.

    Result: I'm using it, but for off-spec SVCD's only, and only for full movie rips that don't require any editing or filters. MPEG-2 is SUPERB quality, when using its VBR 3-pass. But I still have to use TMPGEnc and toolame to generate my .mp2 audio from a WAV source.

    TMPGEnc

    Pro: Good encoding, VBR, good at both MPEG-1 and MPEG-2 (note CCE is generally better at VBR MPEG-2), Superb options, filters, and previews. Free.

    Con: Odd SVCD or VCD output sometimes (have to remux with bbMPEG), takes longer, still have to trick some formats to work (can't input MPEG-2 source video without making DVD2AVI project first). MPEG-2 expires, unless you... um, well...

    Major defects: Blocks in dark scenes, at any bitrate (VCD resolution). Very bad problem. When showing brighter colors, there aren't as many blocks though.

    Result: I'm using it to do all my MPEG-1 encodes, and it works fairly well... just the block issue. No longer using it for MPEG-2, for now. CCE is much better at it.
