i have a Celeron 700mhz system with windows XP and ATI all-in-wonder128 video card.
i can capture at 352x240 MPEG1 without loss, but anything higher drops frames
i want to try and capture at 720x480 or at least 480x480 MPEG2
can anyone give me some help with this?

Try upgrading your MMC, 7.6 should work with that card and OS. Also, it helps tremendously to capture to a different hard drive than your OS is on.
One other thing that may help is to capture Cropped Video, this cuts the overscan area and makes the res 672x448 when set to 720x480. -

It should help some and it may eliminate most if not all of your dropped frames.
Your "Celeron 700" may not be able to handle 720 x 480 without significant dropped frames, especially encoding directly to MPEG-2 format. If after going through the guide listed above you still have a significant amount of dropped frames at 720 x 480 resolution, you may want to try caputuring directly to avi fomat and encoding to MPEG-2 format after the capture is completed.
