In December I only found two(2) DVD players that would playback JPEG files directly; GE Model DGE100N approx $80 and JVC model XV-S502SL.
With any DVD player you have to check further than just their saying they play VCDs, SVCDs, on CD-R or C-RW media. It also depends upon the software that is used to generate and burn these files.

I suggest you check out the Magnavox MDV450. They are compatable with VCD, CVD, SVCD, JPEG, DVD-r, DVD-RW, DVD+RW, CDR, CD-RW and MPEG. With JPEG and MPEG you can just copy to a CD and play/view. I personally have tested it with all of Kwag's (www.kvcd.net) XVCD and XSVCD templates, and it worked well (the X3 templates I did have to change from 528 x 480/576 to 544 x 480/576 resolution.) Also, it reads both PAL and NTSC disks, as well as outputs to PAL and NTSC TVs.

They are hard to find, but Blockbuster online still seems to have them:
