Im trying to convert an avi film to vcd. I extracted audio to wav with golden wave and then went to convert avi and wav to MPEG. Picture has come out fine but sound is slightly out of synch with actors lips. I even used lame.exe to improve sound quality but didnt make any difference - can anyone help me as its driving me nuts !!

when you have your file loaded in TMPGenc, go under the 'Advanced' tab, then double click the 'Source Range' option. It will take you to another window where you will see another option called 'Audio Gap' it should default to 0 when you open it. This is measured in milliseconds and the the way to correct audio is to enter a value in this field, positive value shifts the audo forward and a negative value shifts if backward. I just kind of eyeball it and guess how much the audio is off and start in increments of 100ms's.
Just do about 2 or 3 min of video at a time to determine if you have synched up the A/V, so you dont have to wait through the entire movie being encoded. Once you determine the time (ms) it is off then just encode the whole movie as normal.

In my experience it is only a few, the few I had to had VBR audio, or the video somehow got corrupted.
