  2. The main difference is the frame rate: NTSC has 29.97 fps, NTSC Film has 23.976 fps.
When burning an SVCD, you have to use NTSC, otherwise your CD is not compliant to the official standard, which means that it might not play on a stand-alone DVD player.
VCDs can be in either NTSC or NTSC Film. I suggest that you use Film then, because this way more bits can be allocated per frame.
There are only 10 types of people in the world:
    Those who understand binary
    and those who don't.

Also, if you're source file has a 23.976 framerate and your going to convert it to SVCD, make sure you use 3:2 Pulldown as this brings the framerate up to 29.97fps. Like wolleric said, SVCD only supports NTSC (29.97fps) and PAL (25fps). If you use 3:2 Pulldown with your SVCD and the source file has a framerate of 23.976, it will make your SVCD compliant and will bring it up to 29.97fps which SVCD supports!

    Hope That Helps!!! :P
