I'm sorry to dig up this old thread, but I'm having the exact same problem with my CD-i player. I encoded an MPG with TMPGEnc, using the PAL settings template (I'm from the Netherlands). I followed the procedure as stated on this site.
Next I started Nero, newest version, again followed the procedure from this site (and according to Nero the MPG was totally VCD 2.0 compliant) and I burned the CD.
And whether it is after 5 seconds or 20 minutes, sooner or later the playback in my CD-i player freezes, and it skips to the next track, and if the last track was playing, it exits the application and returns to the CD-i main menu.
Now I found this thread, and I don't really understand a couple of things.
-MrMario64 says you have to reencode an already VCD2.0 compliant MPG file, and burn it again. Does this work, and if so, how? It was already compliant in the first place? Also, doesn't re-encoding greatly decrease image quality?
-Mr G says something about the Digital Video Cartridge, but he mentions things about green blocks, and I don't have that problem.
I also looked at icdia.org, but I couldn't find anything about homemade VCDs freezing.
Could it be just the fact that CD-i players can't handle CD-Rs well enough?
I'm desperate.
Any help is appreciated, thanks in advance.

A small update, it seems I didn't look at icdia.org close enough, as it does say something about freezing. It says the following:
"If you suffer from this problem, try using another MPEG encoder that is capable of producing White Book or Video-CD compliant MPEG streams. Use an encoder with pre-defined settings for creating a Video-CD compliant stream, since trying to set the values yourself will not work in most cases"
As I stated, I used TMPGEnc, and all the settings as in the FAQs on vcdhelp.com. I also know Nero gives an error when you try to put a non-VCD2.0 compliant MPG on a VCD, and it didn't do that. So how can my MPG be non-VCD2.0-compliant?
