why does the Xbox require the dvd kit to playback dvds movie.

Simple really,
By putting the region code in the dongle, they simplify the manudacturing process to only one line for Global production of the Xbox itself. Not to mention that they can charge you for the dongle.
Sounds like a great business decision. Save money on manufacturing and charge our customers for the savings.
and you wonder why Bill is worth more money than you...
Of course they still have to put in a different power supply for Europeans, etc.
