OK, I have a problem which I just can't get my head around and it's driving me crazy!!

I am creating the MPEG-1 files with TMPGEnc, and burning them onto CD with Nero....I'm trying to create a VCD with 3 Friends episodes on it, each 23 minutes long. Whenever I do that I can play the first two fine, but the third one always plays fawlty, with jumps every two seconds, and messy image. It's completely unwatchable. I thought maybe I went over the limit so I just put two episodes on, and a couple of short 5 mimute clips on after, and the clips were screwed up then. So I can basically fit two episodes of 23 mimutes, totalling 46 onto 1 VCD. Can anybody tell me why this is...or how I can solve it?
