The whole process is actually quite easy. First, divide the number of frames by the target fps rate and write down the result. Open the file in CoolEdit (I strongly recommend to work with uncompressed pcm wav files and disable the undo option under the edit menu). Then, under the transform menu select Time/Pitch and then Strech, and write the result from before in the length box (pay attention that this should match the length of the fps converted movie), don't change anything else, not even the precision setting because I didn't notice any major differences and it just taked a lot more time. Prees ok and wait, when the transform completes save your file to a pcm wav and you're done!
