Creating a DVD from an mpeg

hey folks
hope all is well. I've been killing myself trying to put some mpegs onto a DVD.. so far I've had limited results.

this is what I want:
a program that I can add chapters/scenes to an mpeg file easily.
program that I can choose the background pic for the menu
program that I can choose the music to the menu

I've been using Sonic My DVD and for the most part it has what I want, but it doesn't allow me to have more than one chapter on a video unless I have mpegs cut up, and then in that case there is a crappy delay when switching over to the next mpeg.

I like the option of having sound/switching the background of the menu as well. can anyone help me out here? what's an easy program to use.

I'm converting vhs/hi8s to dvds..

try Ulead DVD factory it has what u want

can you forward to chapters via the buttons on your dvd remote or only from the menu? is it a seemless transition?

would ulead moviefactory do the samething that I want but enable me to switch chapters via my remote during the movie rather than only in the menus? will it be seamless? is it worth buying?
