What program will enable me to create a scene with multiple videos, kind of like picture in picture? Will I be able to edit the size of the video as well as where it can be placed on the screen in relation to the others? I'm making my wedding video for my wife and I'd like to add different views of the same shots from different cameras that can maybe play side by side or simultaneously. It will eventually be burned to DVD.

You can do that kind of thing with avisynth, it's definitely not an easy solution but it's a very cheap one. avisynth is a scripting system so there isn't a nice WYSIWYG layout tool like the commercial products have, but it's free and you just frameserve your video in to your favorite MPEG encoder.

Premiere allows multiple windows with size, placement, and motion. Studio8 has transistion effects that allow 2 - 3 videos at once. VideoStudio6 allows overlay of one video window with size and location presets.
