I am just starting to capture some of my 8mm video with an ATI TV Wonder and Power VCRII. Can anything be done about the thin band at the bottom of the screen that flickers?

That is normal, search the forum for head switching.
You have 2 options
1 crop it off
2 leave it as it is, if you are planning on displaying on your TV, you won't see it anyway due to overscan.
