Well, your comments about file sizes suggested to me you didn't REALLY know what VCD was but, hey, I don't mind admitting I might be wrong!

However, if you had boteherd reading the stuff at the 2nd link in my answer you might have found this:

If you get audio errors, out of sync problems or bad audio or no audio at all
Try to convert the audio to wav before converting.
Find this and you will find your answer!

  4. Try change the directshow reader priority, in TMPGEnc under Option->Environmental settings->VFAPI plug-in and right click on the DirectShow Multimedia File Reader and increase the priority to 1 or 2 and reopen the video.

  7. if you convert the sound to wav before you convert the avi, it will help.
you can do it with virtualdub.
load the avi file into virtualdub, press "audio",select "compression",
    select "no compression (pcm)."
now you need to save the wav file.
    press "file"
    select "save wav"
and save it under whatever name that you want.

now you can use tmpeg to encode the avi file,
but as audio - you need to put the file that you saved with virtualdob

i think this will work for you.
HELL AINT A BAD PLACE TO BE

Yes, and for the files that have those problems, that link I gave you describes the fix (in most cases).
In fact, with Divx conversion, it is generally considered good practice to extract the audio with vdub in ALL cases to avoid the possibility of these audio problems. (saves a re-encode when it does happen, only takes a few minutes). Vdub can also do a pretty good job of sample rate conversion, something Tmpgenc is not very good at.
