i have been encoding my svcd dvd rips using tmpgenc with no probs.
usually i use CQ at 2750 bit rate and between 80 and 90 for the quality depending on the film length to fit the film on 2 cd`s.
i have noticed that some of the dark areas on my last few films have excessive blocking which i did not seem to get before.
The fast motion and lighter scenes are great though almost dvd quality.
any suggestions or templates will be a great help.

Their is a AVIsynth filter for that called blockbuster.
