You can add subtitles to your MPEG file. The question is what is the source of the subtitles. If you are doing a DVD rip it's fairly easy. It sounds like you are using Virtual Dub and frameserving to TMPGenc. So take a look at:
http://www.flexion.org/video/DVDConv/DVD2AVI/index.html
you can use the VobSub filter in VDub to add subtitles.
If you are working from a DivX/capture source and don't have subtitles already you can add your own subtitles with Sub Station Alpha. Again you'll need to get a filter for VDub to use it (http://www.virtualdub.org/virtualdub_filters). You'll also want to d/load Sub Station Alpha to create/edit your subtitle scripts (http://www.eswat.demon.co.uk/substation.html).

First, I'm not sure what strange form of pig latin you're writting in, but try to write out all your words (ie. thanks vs. thanx) and maybe run a spell check
Ok, IF I'm reading this right you have 3 questions. I'll answer them below. But again look at http://www.flexion.org/video/DVDConv/DVD2AVI/index.html first, this will explain how to take a DVD and a make a VCD w/ subtitles step by step.
1) How do I frameserver with Virtual Dub.
Take a look at http://www.vcdhelp.com/virtualdubframeserve.htm there are also directions on the flexion.org site. Basically you need to make sure you install both the Vitrual Dub handler and the tmpgenc VFAPI plugin.
2) VobSub vs. SSA (substation alpha)
A DivX file is a MPEG4 encoded video file. It does not have selectable subtitles. IF your DivX file has subtitles it's because someone encoded the movie with them.
With a DVD often there will subtitle tracks that you can turn on or off.
If you are using a DVD as your source material then you can 'rip the subtitles' from the DVD and use them to encode your MPEG file. The VobSub filter in Vitrual Dub will do this. Again, read the flexion.org guide for the details.
If you are using a DivX source, you'll need to generate your own subtitles. SubStation Alpha is a program that people use to add subtitles to home made videos. Go to the SubStaion Alpha website and readup on it. You'll need to have a 'script' with all the subtitles that you want to display. SubStation Alpha will allow you to set when each line of text/subs should be displayed. There's a plugin that will allow you to run/play SSA scripts in VDub.
3) DivX avi vs. DVD rip
DivX is an MPEG4 compressed video file. When you rip a DVD you get several VOB files which contain the dvd data. While you can play these in media player they are a 'unique format.' Normally would use DVD2AVI to make a D2V and wav file from the VOBs, and then the VFAPI codec to make an AVI from the D2V file. The AVI file can be loaded and VDub, and you can add subtitles, resize, etc. from there.
If you read the Flexion.org site it'll answer pretty much all your questions. It assumes a DVD source. For a DivX source it's the same but use SSA instead of VobSub to add your subtitles.
